The Division of Financial Responsibility (DOFR) is a tool used to calculate risk for each
stockholder involved in a shared risk or capitated healthcare plan shared risk Contract.
It defines which party is financially responsible for healthcare services rendered by
health plans, physician organizations and hospitals in capitated or shared risk payment
arrangements.
